Where do I go to set my evaluation start date and evaluation due date?

This must be set in the season editor. Navigate to Setup->Organization->League. In the "League" tab, next to the dropdown menu labeled "Active Season", there is a link to the season editor.

This link will bring up a list of seasons. Click the season you would like to edit, and the season editor will appear. From here, you can edit the various dates and properties of your season.
